Target Expands RTO: 3 Days/Week For Most In September

Just last month, FOX 9 reported that Target employees at the company’s downtown Minneapolis headquarters are expected to work from the office at least five weeks per year. It was one of the least stringent RTO policies in the Fortune 500 and the least in Minnesota specifically.

But things have changed at Target in July, according to a Twin Cities Business article.

Target Corp. told select departments at its Minneapolis headquarters they are expected in the office three days per week starting September 2, 2025. This marks a major shift toward more structured in-person work.

Here’s the full RTO policy:

  • Issue date: July 10, 2025 
  • Start date: September 2, 2025 
  • New policy: Three days per week in-office for merchandising and sourcing teams
  • Clauses: 
    • This applies to downtown Minneapolis HQ employees in select departments
    • Employees can choose their three days in consultation with their teams
    • Other departments have received similar notices in recent weeks (per TCB)
    • Everyone else is expected to be in the office five weeks per year
  • Previous RTO policy updates:
    • June 2025: Five weeks per year for all corporate employees in MN and DC
    • February 2021: Delayed its first plan for RTO
    • August 2021: Delayed its second plan for RTO
    • April 2022: Implemented an RTO plan (no required office days, hybrid model)
    • January 2024: Implemented a suggested model: one week per quarter in the office

Target, which employs over 7,000 workers at its downtown headquarters, remains one of the largest employers in the city.

The announcement came via email from Chief Commercial Officer Rick Gomez, who said, “More time together, in the office, will help us grow our business faster, solve problems quickly, and build stronger relationships.”

Target has historically avoided a top-down RTO mandate, instead giving team leaders autonomy. This latest development represents the most concrete move toward regular in-office expectations since the pandemic began.
